There is NO EXTRA COST to advertise with a picture, but providing a picture greatly increases your chances of selling. The first picture is free, then on 5nis per extra picture.
Only to private sellers is there no fee, companies do pay a small charge depending on what they sell. e.g. A private seller advertises his funiture for free, but furniture shops can pay a set fee if a sale is completed or a monthly charge.

Anything in Israel charges a 10% fee for anything sold over 1,000 NIS. Cars, have a flat fee of 1,000 NIS. This is only due on completion of sale.
